Victorian Shadow Police Minister David Southwick says the lifting of the state’s lockdown in the regions is an "admission of guilt" by Premier Daniel Andrews.
It comes as regional Victoria is set to exit lockdown at 11:59 pm on Monday night.
“They’ve been in lockdown unnecessarily now for four days,” Mr Southwick told Sky News host Chris Kenny.
“This government is all about fear-mongering.”
