Things you may have overlooked with these Terraria summoning item...

Previously, I did a playthrough series in one block world. Getting a life crystal is difficult on that world: It's purely random: and need some time to fully max out your health... And I obtained Goblin Battle Standard, which should have allowed me to summon the goblin army. However, something unexpected happened: I couldn't use the thing at all! Was it because the island is too small for them to spawn? Well... I looked for it.
